The study attempts to capture the dynamics of relation between the local bodies and state governments in two states with reference to their role in the management of elementary education. It may be recalled that the concept of shared responsibility in the management of elementary education in India emanates from a wide variety of Acts, circulars, government orders and guidelines related to the implementation of various educational development programmes initiated during the last two decades. The local bodies have been conceived as the central agency in the entire process of partnership between community and the state in the management of elementary education |
